High-Water Marks: Changing floodplain measurements could hit local development

In the wake of Hurricane Harvey, updates have been made to the way rainfall events are measured in Texas through a study called Atlas 14.

Released on Sept. 27 by the National Weather Service and the National Oceanic and Atmospheric Administration, the update provided some significant changes to 100-year, 24-hour rainfall estimates in nearly all South Texas, including an additional inch in South, West, East and Downtown San Antonio, 2 inches in Austin and on San Antonio’s North Side and 3 inches in the Hill Country, New Braunfels and San Marcos. As expected, Houston saw Texas’ most significant changes, with an additional 4 inches throughout much of the city and 5 inches to the east.

While the city of San Antonio and the local development community are still absorbing the new numbers, some are already predicting the impact the changes could have. Experts have said expanded flood plains could mean higher costs for developers in the form of taller foundations, new drainage systems, more detention ponds and thousands of additional property owners being required to buy flood insurance.
